Roger Kline, General Manager

Roger Kline headshot

Roger has worked in the energy industry for more than 30 years, holding positions in enterprise risk, generation operations, maintenance, and senior management.

Before working at the District, Roger worked for the Eugene Water & Electric Board (“EWEB”), and has held positions with the United States Army Corps of Engineers, Calpine Corporation, Texas Independent Energy, Solar Turbines Inc., and the United States Navy.

He holds a bachelor’s degree cum laude in business administration from Colorado Technical University, a graduate certificate in utility management from Willamette University, and has also completed the American Public Power Association’s Certified Public Power Manager course along with many other industry specific trainings.

Kurt Conger, Assistant General Manager

Kurt graduated from Colorado State University in 1982 with a bachelor’s degree in power system engineering.

Kurt’s career in energy and utilities has included: energy development work with the Peace Corps, expert witness testimony at Federal Energy Regulatory Commission (“FERC”), management positions at American Public Power Association, technical consulting for utilities, and power operations planning and marketing at Seattle City Light.

He has worked for the District for over 11 years managing power resource planning, large customer interconnection requests and formula rate service agreements.

Chris Allen, Director of Power Resources

Chris graduated from Oregon State University in 1998 with a bachelor’s degree in mechanical engineering and completed master’s studies in water resources and environmental engineering at Portland State University.

Chris has worked in the energy sector for nearly 14 years, holding positions in power resources planning, asset management, policy development, contracting and management.

Prior to joining the District, Chris worked for Public Utility District #2 of Cowlitz County WA and the Bonneville Power Administration.

Lana Egbert, Director of Finance 

Lana has worked in finance for 31 years with experience in banking, transportation, and real estate.  Lana has a bachelor’s degree in accounting. She joined the District in 2016.

Justin Brock, Director of Customer Solutions

Justin graduated from New York Institute of Technology with a master’s degree in Energy Management.

He has worked more than 13 years in the energy and utility industry, starting first in the renewable sector before coming to the District in 2015

Cyndi Gentry, Director of Corporate Services

Cyndi has worked in human resources for more than 25 years, including working in manufacturing, state-run insurance, and non-profit children’s mental health care. She has a bachelor’s degree in social & behavioral science from Linfield College.

Cyndi joined the District in 2016. Her responsibilities at the District have included customer service, energy management, and IT. She is currently responsible for human resources, public relations, and government affairs.

Jeff Teel, P.E., Director of Engineering, Operations & Technology

Jeff has held engineering and leadership roles for a variety of private and public organizations for the past 25 years, including General Electric, the Eugene Water & Electric Board, and OS Engineering, with the most recent 16 years spent working directly for or in support of public utilities.

He is a veteran of the US Navy’s Nuclear Power Program and has held an Oregon Professional Engineering license since 2013. Mr. Teel first joined the District in 2020.

Kathy McBride, Executive Assistant/Wellness Coordinator

Kathy has worked for Northern Wasco County People’s Utility District for over 11 years. Prior to joining the District, Kathy worked for Wasco County, Oregon, as the Executive Assistant to the Wasco County Court. Kathy retired from Wasco County in 2012, after serving almost 31 years.
