NWCPUD requires the contractual services of one or more qualified home performance contractors to weatherize a total of no more than $200,000.00 worth of combined measures in NWCPUD service territory from December 1, 2021, through September 30, 2022. All workers installing energy efficiency measures must be paid wages governed by Oregon State prevailing wage reporting requirements.

The purpose of this RFP is to select full‐service weatherization contractors that will provide weatherization and repair services to site‐built and mobile/manufactured homes to meet the goals of the NWCPUD Income Qualified Energy Efficiency Upgrade Program (hereinafter referred to as “IQEEUP”).

The goals are to:

  • Reduce energy consumption due to structural heat loss by installing weatherization measures and related repairs that improve the thermal efficiency of the dwelling unit; and
  • Provide educational services to the household’s members which allow them the opportunity to better understand and control their energy use.

The contractors selected will assist the NWCPUD IQEEUP in providing weatherization services to site‐built single‐family dwellings, site‐built multi‐family dwellings, and manufactured (mobile) homes located throughout NWCPUD’s Service Territory (The Dalles, Dufur, Tygh Valley, and Wamic) with an estimated contracted combined measure expense of $200,000. The services are primarily funded by the Bonneville Power Administration (BPA) Energy Efficiency Incentive Credits and NWCPUD’s Energy Management Department budget funds.

Current IQEEUP measures provided to our customers include:

  1. New or Additional Insulation (Attic, Floor, and/or Wall) + Repairs
  2. PTCS Duct Sealing + Repairs
  3. Window and/or Patio Door Replacement + Repairs
  4. Exterior Swinging Door Replacement + Repairs
