The Scope of Work includes, but is not limited to:
Northern Wasco County PUD seeks inspection and repair services for a bypass structure consisting of
five layers of energy reduction shelves. The structure measures approximately 20’ x 30’ and stands 90
feet tall, with open access at both the top and bottom, and walkways available at the top and bottom
levels.
The energy reduction shelves are composed of horizontal beams bolted into place. During previous
inspections, loose hardware, missing bolts, and one dislodged beam were observed. The dislodged beam
has fallen to a lower level and will need to be raised and remounted. The inspection is expected to be
performed from the top entry, with workers repelling down to the lowest level and walking out.
This Project is typically active for 11 months each year, with an annual outage occurring January 27-
February 27, 2025. This outage, which typically lasts 3–5 weeks, supports inspections of the Washington
Fish Ladder by the U.S. Army Corps of Engineers. During this window, water supplies can be secured,
and the area can be pumped out to provide access for inspection and repairs. The 2025 outage is
scheduled for 1/27/25-2/27/25 and must be completed during this outage.
Northern Wasco County PUD's main office is located in The Dalles, Oregon. While the Project itself does
not have a physical address, the nearest searchable location is 82790 Devore Rd., Umatilla, OR 97882.
Access to the Washington side is in unincorporated Benton County.
