Enhanced Rebates for Income-Qualified Customers
The Income Qualified Energy Efficiency Upgrade Program provides enhanced rebate amounts for eligible Northern Wasco County PUD customers. Funded through a partnership between Bonneville Power Administration and NWCPUD’s Energy Management Department, this program helps income-qualified customers access greater savings on energy efficiency improvements.
Available Upgrades
IQEEUP offers increased rebates for professionally installed energy efficiency upgrades including:
- Insulation – Attic, floor, and wall insulation improvements
- High-Efficiency Heating and Cooling Systems – Heat pumps and other efficient HVAC equipment
- Heat Pump Water Heaters – Energy-efficient water heating solutions
- Windows – Energy-efficient window replacements
- Additional Energy Efficiency Measures – Other qualifying improvements to reduce your energy costs
Eligibility Requirements
To qualify for IQEEUP enhanced rebates, you must be a Northern Wasco County PUD customer who meets all the following criteria:
- Electric Heating System – Live in an electrically heated home or apartment for weatherization rebates
- Electric Water Heater – Have an existing electric tank style water heater for heat pump water heater rebates.
- Discounted Rate Schedule – Currently receiving service on Rate Schedule 110 or 135 (your rate schedule is listed on page 2 of your electric bill). This would verify that you have completed the income verification process for the Low-Income Household Energy Assistance Program (LIHEAP) through The Gloria Center, our local Community Action Program agency. OR
- Verified Income – After submitting an EEUP Application, visit the NWCPUD Main Office at 2345 River Rd. to receive an IQEEUP Income Verification Attestation Form. Complete and submit the form in person with the required income documentation. The Energy Management team will then review your submission to determine whether your household income qualifies under the program’s income limit criteria (200% of the 2024 Federal Poverty Level).

For Multi-Unit Buildings: At least 50% of the dwelling units within the building must meet LIHEAP requirements and be receiving a discounted rate schedule at the time of installation to qualify for IQEEUP rebate levels.
