As Chief Energy Resource Officer at Northern Wasco County PUD, Humaira leads the District's power supply, transmission, and resource planning functions – work that directly shapes the affordability and reliability of service for every customer-owner the District serves. With more than 20 years of experience across the Pacific Northwest energy sector, she brings deep expertise in BPA contract administration, portfolio management, and the kind of high-stakes negotiation that produces real financial results for public utilities.
Humaira joined Northern Wasco County PUD after 15 years as Power Resources Manager at Pacific PUD, where she guided the public utility district through a strategic transition in its resource portfolio and consistently delivered meaningful financial wins for ratepayers through sharp contract negotiation and rigorous oversight of BPA billing and transmission agreements. Her track record reflects what's possible when deep technical expertise is paired with a clear commitment to protecting the people and communities utilities serve.
At the regional level, Humaira is recognized as a thought leader in Northwest energy policy – someone who doesn't just participate in regional conversations but helps shape them. As an Executive Committee member of the Public Power Council (PPC), she has engaged utilities across the region on complex rate and resource issues and represented public power utilities and their ratepayers before Congress. Her work with Northwest River Partners advanced grassroots advocacy for hydropower as a clean, community-serving resource, grounded in a career-long commitment to public power's core promise: affordable, reliable service that communities can count on.
Earlier in her career, Humaira served as Project Manager at Skamania PUD and founded Falkenberg Consulting, where she developed a strong foundation in regulatory strategy, infrastructure planning, and community economic development across the Columbia Gorge region. She holds a Bachelor of Science from the University of Minnesota and has pursued advanced study in Northwest energy law and policy, along with a General Manager Certificate from the American Public Power Association.
