
Assistant General Manager
After earning his degree in Power System Engineering from Colorado State University, Kurt Conger began his energy sector career serving in the Peace Corps at the Fiji Ministry of Energy. As a Rural Energy Projects Engineer, he gained foundational experience in power systems and public service.
His extensive career before joining Northern Wasco County PUD spans both coasts of the United States. Starting at the Federal Energy Regulatory Commission (FERC), he progressed to Director of Policy Analysis at the American Public Power Association (APPA) in Washington, DC. After establishing his own consulting practice serving public power utilities, he joined Seattle City Light, where he worked with power marketing and transmission planning teams.
At Northern Wasco County PUD, Kurt advanced from Director of Power Resources to Assistant General Manager, guiding the organization through a strategic transition in power supply portfolio management. In his current role, he oversees the District's wholesale power operations, transmission planning, and customer interconnections, while fostering innovation in public power utility management through mentorship and strategic leadership.
