What is the Neighbor to Neighbor program? This collective fund gives a helping hand to customers who are struggling to pay their electric bills via community and customer donations. All donations are matched by the PUD.
2024 Funds Availability Update
NWCPUD’s Neighbor to Neighbor program is temporarily suspended until more funding is acquired. This page will be updated as soon as funds become available later in the year.
How much money is available for eligible households? Those who qualify for other state or federal assistance may now receive up to $150 twice in a 12-month period. Eligibility is established according to federally defined poverty levels. Verification of eligibility is determined by our Income Qualifying verification portal found below, or by our local Mid-Columbia Community Action Council / Community Action Partnership (CAP) office at 312 E 4th St. in The Dalles.
Am I Eligible? You are eligible to receive funds from our Neighbor to Neighbor program if your account is currently in a past due state. To see if you qualify for assistance, use our new Income Qualifying Verification portal, found below, or apply through our local Mid Columbia Action Community Council.

How can I contribute? You can sign up by completing this Neighbor to Neighbor Donation Form to make a one-time payment, have a small monthly contribution automatically added to your bill each month, or have your bill rounded up to the nearest dollar amount with the ‘Roundup’ going to the program. You can also make your contribution on a separate check made payable to “Neighbor to Neighbor” and mailing it to our office or dropping it in one of our payment boxes.
